The Week’s Situation Report

  • To further contain the spread of COVID-19, the Ontario Government ordered the mandatory closure of all non-essential workplaces effective Tuesday, March 24 at 11:59 p.m.
  • The Government of Canada announced an Emergency Order under the Quarantine Act that requires any person entering Canada by air, sea or land to self-isolate for 14 days whether or not they have symptoms of COVID-19.
  • Ontario has issued a temporary order that would give hospitals the ability to cancel and postpone services to freeup space and valuable staff, identify staffing priorities, and develop, modify and implement redeployment plans.
  • The Chief Medical Officer of Health issued a memorandum indicating that it does not expect Public Health Units to deliver oral health services beyond those required for the provision of emergency care under the Ontario Seniors Dental Care Program and Healthy Smiles Ontario.
  • The Ministry of Health has updated its Guidance for Primary Care Providers.
  • The Royal College of Dental Surgeons provided direction for Ontario dentists on the acceptable use of teledentistry during the current State of Emergency.

Government Announcements: Responding to COVID-19

On Wednesday evening, Ontario’s Minister of Finance released Ontario’s Action Plan: Responding to COVID-19 (March 2020 Economic and Fiscal Update). This includes $7 billion in additional resources for the health care system and direct support for people and jobs and will provide up to $10 billion in support for people and businesses through tax and other deferrals to improve cash flow. We’re reviewing the plan and will have more information on how this will affect dentists. In the meantime, click here to read the government’s announcement.

Today, Prime Minister Trudeau announced additional measures to support small businesses, including payroll support, and a new Canada Emergency Business Account to offer loans to qualifying small businesses. Additional details are expected in the coming days.

A Message from the President on CDSPI

We have heard the frustration of our members who have purchased pandemic insurance and have not received clear direction on claims payments. The ODA has been a part of the conversation since the beginning and have explicitly expressed your concerns to CDSPI.

As your broker, CDSPI represents you, their client, in discussions with AVIVA, the primary insurer in this matter. They continue to strongly advocate that TripleGuardTM Insurance pandemic claims are covered and should be paid in all provinces. They have also urged AVIVA to confirm coverage for policyholders as quickly as possible. Recently, CDSPI has reported progress in discussions with AVIVA – at this time, the insurer has not decided to deny claims – and expresses optimism that a satisfactory result will be reached for dentists.

Although we can’t give you any concrete answers yet, I do ask you to be patient with, and supportive of, CDSPI. They are experienced, connected and knowledgeable and have the best interests of dentists when dealing with AVIVA. Your Board of Directors also have dental practices and we are impacted just as you are. We also have the advantage of seeing all the activity and advocacy going on behind the scenes. And I can say, with confidence, that we are doing everything we can to help you during these uncertain times. We are all in this together. – Dr. Kim Hansen
